If your jeep has a standard size spare on the back, like the one in the picture I have attached, then you can see that you will have plenty of room with the rack up or down. MaxxAir vents like the # MA00-04000K run off of 12 volt DC power and with the symptoms that you're having I suspect that the USB charging outlet is running off of 12v DC as well and is tied into the same line as the vent. When you draw power for the charger it's taking it away from the vent, causing it to shut down. A lot of manufacturers will tie smaller appliances together to make the installation easier so it's very likely that this is the case for your motorhome.

The best option for your bike with fenders is the Hollywood Racks Sport Rider SE part # HLY84FR. It is rated for use at the rear of a motorhome like your 2019 Thor Chateau 22b, has a high weight capacity for the e-bikes need (I'm almost positive that's what you have), and since it grabs the bikes by the frame instead the fenders of your bike would not be an issue.

In order to determine the correct lock, I would need to know the cut-out size for your entry door latch/lock. There is not any sort of database or anything for each RV.
For instance the Global Link RV Entry Door Locking Latch Kit # 295-000019 fits a cut-out of 2-1/2" wide x 3-1/2" tall to 3" wide x 4" tall and doors 1-1/4" to 1-1/2" thick.
